		<description>Tracy, I fully agree that the primary responsibilty here lies with the agencies and that they are vastly underfunded and that Congress should give the FDA and USDA (and, even more importantly, in my view, the EPA) the money to perform the tasks they are supposed to perform.  However, the regulations you speak of are unlikely to occur absent legislation, and the political will it takes to adopt legislation.  To the best of my knowledge, in the EU and those European countries that have enacted a ban on antibiotic feeding, this has always been done by legislation.  Implementation of the law then rightly lies with the agencies and their experts.</description>
